Can I send certified mail to an international address?

No. You can't send certified mail to international addresses. Certified mail is a domestic mail product.

You can send registered mail to international addresses, but Click2Mail doesn't offer this service. For more information, contact your local USPS or 1-800-ASK-USPS.
