What is "bulk mail"?

"Bulk mail" refers to large quantities of First Class and Standard Class mail sent at reduced postage rates after being prepared and presorted by the mailer.  The Postal Service uses the terms "bulk" and "presorted" interchangeably.  Bulk mail should not be confused with "Standard Mail".

Bulk rates are discounted from "single-piece" rates. "Single-piece" means that you pay the retail postage rate; when you put a first class stamp on a letter, you're paying the single-piece rate.
