Authorization to mail at nonprofit rates can only be obtained from the USPS. Organizations that typically are eligible for Postal Service nonprofit privileges include:
1. Agricultural
2. Educational
3. Fraternal
4. Labor
5. Philanthropic
6. Religious
7. Scientific
8. Veterans
9. Some political committees
Not every organization is eligible to receive nonprofit postage rates, even though you may think it qualifies based on the list above.
Business Leagues, Chambers of Commerce and social and hobby clubs are usually not eligible.
